An Open Declaration on European Public Services

The needs of today’s society are too complex to be met by government alone. While traditional government policies sought to automate public services and encourage self-service, the biggest impact of the web will be in improving services through collaboration, transparency and knowledge-sharing.

Europe should grasp this opportunity and rebuild the relationship between citizens and the state by opening up public institutions and by empowering citizens to take a more active role in public services.

As citizens, we want full insight into all the activities undertaken on our behalf. We want to be able to contribute to public policies as they are developed, implemented, and reviewed. We want to be actively involved in designing and providing public services with extensive scope to contribute our views and with more and more decisions in our hands. We want the whole spectrum of government information from draft legislation to budget data to be easy for citizens to access, understand, reuse, and remix. This is not because we want to reduce government’s role, but because open collaboration will make public services better and improve the quality of decision-making.
Against this background, we propose three core principles for European public services:

 

1.       Transparency:  all public sector organisations should be “transparent by default” and should provide the public with clear, regularly-updated information on all aspects of their operations and decision-making processes. There should also be robust mechanisms for citizens to highlight areas where they would like to see further transparency. When providing information, public sector organisations should do so in open, standard and reusable formats (with, of course, full regard to privacy issues).

2.       Participation: government should pro-actively seek citizen input in all its activities from user involvement in shaping services to public participation in policy-making. This input should be public for other citizens to view and government should publicly respond to it. The capacity to collaborate with citizens should become a core competence of government.

3.       Empowerment: public institutions should seek to act as platforms for public value creation. In particular, government data and government services should be made available in ways that others can easily build on. Public organisations should enable all citizens to solve their problems for themselves by providing tools, skills and resources. They should also treat citizens as owners of their own personal data and enable them to monitor and control how these data are shared. 

We recognise that implementing these principles will take time and resources as governance mechanisms will have to be adapted, but we believe they should be at the heart of efforts to transform government. Citizens are already acting on these ideas and transforming public services “from the outside”, but governments should support and accelerate this process.

We call on European governments and the European Commission to incorporate these principles in their eGovernment action plans and ensure that Europe’s citizens enjoy the benefits of transparent, participative, empowering government as soon as possible.

    • Potrebe danasnjeg drustva su previse kompleksne da bi bile zadovoljene samo od organa javne uprave. Dok tradicionalni oblici upravljanja teze automatizaciji javnog servisa i ohrabruju samo-usluzivanje, djelotvornost weba ce se najvise ocitovati u unapredjenju servisa kroz saradnju, transparentnost i razmjenu informacija.
      Evropa bi morala prigrliti ovu priliku i rekonstruisati relaciju izmedju gradjana i drzave otvaranjem javnih institucija i opunomocavanjem gradjana da preuzmu aktivniju ulogu u javnom servisu.
      Kao gradjani, mi trazimo potpun uvid u sve aktivnosti koje se preduzimaju u ime naseg interesa. Mi trazimo mogucnost da ucestvujemo u javnoj politici – u njezinom planiranju, sprovodjenju i vrednovanju.
      Zahtjevamo da budemo aktivno ukljuceni u oblikovanje i sprovodjenje javnog servisa putem siroke platforme za iznosenje nasih stavova te tako sto cemo sve vise odluka donositi sami. Mi trazimo da cijeli spektar drzavnih informacija – od nacrta zakona do budzetskih podataka bude svim gradjanima lako dostupan,da gradjani imaju pravo preuzimati i koristiti informacije u razlicitim kontextima te korigovati ih po potrebi. Ne zbog toga da bi ogranicili ulogu javne uprave, vec zbog toga sto ce otvorena saradnja poboljsati javni servis i unaprijediti kvalitet procesa odlucivanja.
      Na toj osnovi, mi predlazemo tri temeljna principa za Evropski javni servis:

      1. Transparentnost: Sve organizacije iz javnog sektora trebaju usvojiti transparentnost kao standard, pruzati javnosti jasne i redovno updatirane informacije o svim aspektima djelovanja njihovih organizacija kao i procesa odlucivanja. Potrebno je takodje postojanje robusnih mehanizama koji omogucavaju gradjanima da naglase koja su to podrucja u kojima traze vise transparentnosti.Javni sektor treba pri pruzanju informacija koristiti otvorene, standardne i forme koje se mogu koristiti i u drugim kontekstima (naravno uz postovanje privatnosti).

      2. Ucesce: Vlada treba pro-aktivno traziti ucesce gradjana u svim aktivnostima – od ukljucivanja korisnika u oblikovanje servisa – do ucestvovanja javnosti u kreiranju politike. Ovo ucesce treba biti javno i dostupno za uvid drugim gradjanima kao sto i reagovanje vlade treba biti javno. Sposobnost saradnje sa gradjanima treba postati temeljna kompetencija vlade.

      3. Ovlascivanje: Javne institucije trebaju aktivno agirati kao platforma za kreiranje javnog interesa. Od narocite vaznosti je da vladine informacije i javni servisi budu pristupacni na nacin koji drugima omogucava nadogradnju. Javne organizacije trebaju omoguciti svim gradjanima da sami rjesavaju svoje probleme tako sto ce im pruziti za to odgovarajuce alate , znanja i resurse. Vlada treba takodje tretitati gradjane kao vlasnike njihovih licnih podataka i omoguciti im pracenje i kontrolu upotrebe istih.
      Jasno nam je da implementacija ovih principa zahtijeva vrijeme i resurse posto mehanizmi javne uprave moraju proci kroz proces adaptacije ali vjerujemo da ce oni (principi) sacinjavati jezgru aktivnosti u transformaciji javnog sektora
      Gradjani vec djeluju rukovodeci se ovim idejama, transformisuci javni servis “iz vana”, ali vlada treba podrzati i ubrzati te procese.
      Mi pozivamo Evropske vlade i Evropsku Komisiju da unesu ove principe u svoj eGoverment akcioni plan i tako osiguraju da gradjani Evrope sto je prije moguce osjete prednosti javnog servisa zasnovanog na transparentnosti, ucescu i ovlascivanju.

    “The needs of today’s society are too complex to be met by government alone…”

    Governmental organizations should and probaply will transform from pure service providers towards providers and enablers. It is possible for the gov to provide the basic services and at the same time enable people to collaborate in the production of more specific services that meet the needs of smaller population and would not fit into the budget otherwise.

    This trend is ok, but we have to take care that we don’t slide completely to DIY culture, there will be place for the basic services provided by the governments.

  19. I would like to add a further principle — that public services should be funded at a level which reflects their importance to the quality of life. As a general rule — there are of course exceptions — spending on public services has the following advantages over spending on consumer goods:

    1. Per unit of money spent, they use less natural resources and result in a smaller volume of waste products (including greenhouse gases) which have to be disposed of safely.
    2. They use the internal resources of a population and therefore are more affordable in times when people have to economise on external spending.
    3. The benefits they bring are more fairly distributed among the different social classes.
